A really simply way to create this matrix is simply to sort your task list based on Urgency and Importance.

Changing the task's Urgency or Importance will rearrange the tasks.

Here I've created linked databases which display the tasks from the Tasks database above, in a board view. Click the ▶ icons below to see each section of the matrix.

Bonus tip - how to expand multiple collapsible sections at once

If you're viewing a Notion page on desktop, you can simply select all of your collapsible sections, then press cmd/ctrl + enter to expand / collapse them.

Each of these databases are filtered to only display tasks that fit into one of the four 'buckets'.

When you drag a task from one linked database to another, the task's properties automatically update to match the filters of the linked database. Which means that you can move tasks from one database to another, to change their status 💥

Try it and you'll see their status update in the Tasks database above too.

There's a couple of different ways that you can control the appearance of these tables.

In order to edit the table's properties, first you'll need to drag the collapsible section that contains your linked database out of it's column, to make it full page width.

Then click the ••• that appears when you hover over the table, go to Properties and change the Card Size.

You can also display the contents of the page in full page width by clicking the ••• in the top right hand corner of the page and selecting Full width.

🖌 You might be wondering how I made the colour of the page names match the colour of the collapsible section that they're in. Here's the secret - when you set the text colour of the collapsible section, the tables that're contained inside it adopt that colour too.
